Abstract

Introduction This paper presents an improved identification method for identifying, analyzing, and mapping issue-stakeholder combinations in case of an Electronic Health Record (EHR) implementation. The enhanced method is based on the identification method developed by Achterkamp & Vos (2007). The central research question is: How can issue-stakeholder combinations be mapped in case of an Electronic Health Record? Method For this purpose, the Regulative Cycle of Van Strien (1997) has been applied, which consist of 5 basic phases. In phase 1 the quality, process, and content criteria concerning the identification method were presented. In phase 2 a concept design for the identification method was developed, tested, and evaluated. In phase 3, a design for an enhanced identification method is presented. In phase 4 (validation), the design for an enhanced identification method was validated. Results The improved identification method consists of four steps, which are presented and explained below. Step one, Issue Identification: In this step an issue identification session can be performed to identify relevant issues related to the EHR project. Step two, Stakeholder identification based on the issue chosen: In the second step, the stakeholder identification session can be held. In this session, internal and external stakeholders related to the chosen issue can be identified. Step three, Stakeholder analysis: In the third step, the identified stakeholders can be analysed and evaluated on several characteristics. Step four, Results analysis: In the fourth step, the results of the identification session can be analysed. An overview of the identified stakeholders together with their roles can be presented. Furthermore, these scatterplots are starting points for developing interventions related to the identified stakeholders. Conclusion The conclusion of this paper is: issue-stakeholder combinations should be carefully taken into account when dealing with an EHR implementation. An identification method is a good approach to identify issue-related stakeholders and to map these issue-related stakeholders.
